African States continue to face challenges in maintaining effective and harmonized aviation safety oversight systems due to fragmented information management platforms, limited data sharing arrangements, varying levels of technological maturity, and resource constraints. While many Civil Aviation Authorities (CAAs) have implemented electronic systems for aircraft registration, personnel licensing, certification, surveillance and occurrence reporting, these systems often operate independently with little or no interoperability at regional or continental level.
As Africa advances the implementation of the African Union Agenda 2063, the Single African Air Transport Market (SAATM), the Revised Abuja Safety Targets (ASTs), and the AFCAC Regional Safety Oversight Organization (RSOO) Strategy and Roadmap, there is an increasing need for an integrated digital ecosystem that supports real-time sharing of aviation safety and air transport information among States.
The Integrated Safety Oversight System (ISOS) Pilot seeks to establish a secure and interoperable platform connecting five pilot States (State A, State B, State C, State D and State E), enabling the exchange of critical aviation safety and air transport information while maintaining national ownership of data. AFCAC will serve as the continental coordinating body and will have visibility of agreed datasets through a centralized dashboard to support regional oversight, risk identification and evidence-based decision-making.
The pilot will provide the foundation for a future continental aviation safety information network that can be progressively expanded to all African States.
The proposed architecture adopts a federated model whereby each State retains its national databases and information systems while sharing selected information through a secure regional data exchange platform.
Each State will continue operating its national systems while exchanging agreed information through standardized interfaces and protocols.



The pilot will initially focus on six priority information domains.
The system will operate through four functional layers.


The Integrated Safety Oversight System Pilot represents a transformational step toward a digitally connected African aviation safety ecosystem. By linking the safety oversight systems of States A, B, C, D and E, the pilot will demonstrate the feasibility and value of secure, real-time exchange of aviation safety and air transport information while preserving national ownership of data.
The initiative will strengthen regulatory cooperation, improve safety risk management, support implementation of the Revised Abuja Safety Targets, enhance AFCAC's continental oversight capabilities, and contribute directly to the objectives of SAATM and Agenda 2063.
Successful implementation of the pilot will provide the foundation for a future continent-wide Integrated Safety Oversight Network that connects all African States, Regional Safety Oversight Organisations, and AFCAC through a common digital framework for aviation safety excellence.
This version is sufficiently detailed to be presented to AFCAC Management, the Bureau Technical Committee, AfDB, ICAO, EASA, and potential development partners as the basis for a pilot programme proposal.
