PILOT INTEGRATED SAFETY OVERSIGHT SYSTEM (ISOS)
States continue to face challenges in maintaining effective and harmonized aviation safety oversight systems due to fragmented information management platforms, limited data sharing arrangements, varying levels of technological maturity, and resource constraints. While many Civil Aviation Authorities (CAAs) have implemented electronic systems for aircraft registration, personnel licensing, certification, surveillance and occurrence reporting, these systems often operate independently with little or no interoperability at regional or continental level.
The Integrated Safety Oversight System (ISOS) Pilot seeks to establish a secure and interoperable platform connecting five pilot States (State A, State B, State C, State D and State E), enabling the exchange of critical aviation safety and air transport information while maintaining national ownership of data. The concerned organisation will serve as the coordinating body and will have visibility of agreed datasets through a centralized dashboard to support regional oversight, risk identification and evidence-based decision-making.

The proposed architecture adopts a federated model whereby each State retains its national databases and information systems while sharing selected information through a secure regional data exchange platform.

The Integrated Safety Oversight System Pilot represents a transformational step toward a digitally connected aviation safety ecosystem. By linking the safety oversight systems of States A, B, C, D and E, the pilot will demonstrate the feasibility and value of secure, real-time exchange of aviation safety and air transport information while preserving national ownership of data.
The initiative will strengthen regulatory cooperation, improve safety risk management, and support implementation.
Successful implementation of the pilot program will provide the foundation for a future continent-wide Integrated Safety Oversight Network that connects all States, Regional Safety Oversight Organisations, and through a common digital framework for aviation safety excellence.
